How to merge PDFs on your phone
In short
You don't need an app: open the tool below in your phone's browser, choose the PDFs, put them in order and tap Merge. The files never leave your phone.

Where to find the PDF after downloading
On iPhone, the file is in the Files app under Downloads. On Android, you'll find it in the Files app under Downloads, or in the notification bar straight after downloading.
What order to put the documents in
Put the most important document first, then attachments and evidence in the order the organisation asks for. If there's no set order, keep it simple: application or cover letter, ID, supporting documents, extras.
Before sending, scroll through every page and check you haven't picked an old version or a document meant for something else.
If the result is too large
After merging, you can shrink the file with Compress PDF. To remove pages you no longer need, use Delete PDF pages.
