The steps, in short

  1. Open the page in SafariIt also works in Chrome for iPhone.
  2. Choose the photosTap the upload area, then Photo Library. Select all the photos at once.
  3. Reorder and rotateUse the arrows under each photo.
  4. DownloadAfter Download, the PDF is in the Files app under Downloads.

Without a website: the Files app

If the photos are already in the Files app, select them, tap the three-dot menu and choose Create PDF. It's quick, but you can't easily check the order, and it doesn't work straight from the Photos app.

HEIC: why portals reject iPhone photos

By default the iPhone saves photos as HEIC, which many websites don't accept. When you choose photos from your library on a website, Safari usually converts them to JPG automatically, so the tool here receives them correctly.

To make the iPhone take JPG photos directly: Settings → Camera → Formats → Most Compatible.

For documents: scan instead

The Notes app has a built-in scanner: open a note, tap the camera and choose Scan Documents. The page is cropped and straightened automatically and the result is already a PDF. You can then combine it with other documents using Merge PDF.
