The steps, in short

  1. Open the page in ChromeIt also works in Samsung Internet, Firefox and other browsers.
  2. Choose the photosTap the upload area and select the photos from Gallery or Photos. Press and hold the first one to select several.
  3. Reorder and rotateUse the arrows or drag the thumbnails.
  4. DownloadThe PDF appears in the notification bar and in the Files app under Downloads.

The Print option

On many Android phones you can open a photo, tap Share or the three-dot menu, choose Print and then Save as PDF. That's fine for one photo; with several, the order and page size are hard to control.

For documents: scan with Google Drive

In the Google Drive app, tap + and then Scan. The app crops the page and saves it straight to Drive as a PDF. You can add several pages to the same scan.

If the PDF is large

Newer phone cameras take photos of several MB each. For email or portals, shrink the PDF with Compress PDF.
